Thresholds have been frozen 7 times in the 14 year period 2015-2029!

We were promised that they would rise annually in line with average earnings (AWE)

The younger, lower income graduate suffers more than the mid to high income graduate, paying back at effectives rates of 12+%   

A pattern has emerged in which newly elected governments freeze thresholds to squeeze more revenue from graduates, and, in once case, hiked thresholds to appeal to the graduate vote
